Berenschot, Arcadis, and Posad, together with Bax & Company and a number of universities, have acquired all nine framework contracts for consultancy and engineering services for the Dutch Ministry of Infrastructure and Water Management. The consortium will provide support for the upcoming transition challenges in transport, innovative mobility, spatial design, international market analysis, stakeholder analysis and policy advice, circular economy, soil and surface policy, climate adaptation, and water policy. With concrete visions of the most important trends and challenges, we were the only partnership to win all nine contracts. The total value of the contracts is approximately €11 million per year.

The Dutch Ministry of Infrastructure and Water Management focuses on liveability and accessibility, within a well-designed, clean and safe environment. We are very proud of this collaboration and gladly contribute to this bold vision”, says Hendrik Jan Bergveld, Senior Consultant at Arcadis, “There are many different activities, where the expertise of all parties can come together. From area-specific approaches and spatial design to advice on innovative concepts like Mobility as a Service (MaaS). With our partners, we are planning to make it a great success!

Over the next four years, the consortium will compete with the other selected parties to provide services not just for the Ministry of Infrastructure and Water Management, but also the Royal Dutch Meteorological Institute (KNMI), the Human Environment and Transport Inspectorate (ILT), the Netherlands Environmental Assessment Agency (PBL), the Authority for Nuclear Safety and Radiation Protection (ANVS) and the Council for the Environment and Infrastructure (Rli).

Bax & Company’s unique contribution to the partnership is its experience in mobilising and deploying state of the art knowledge from its international network and innovation projects. This complements Arcadis’ experienced project managers and technical expertise, Berenschot’s expertise in policy and politics and POSAD’s spatial design and design processes.

Dr Sebastiaan van Herk, Partner at Bax & Company highlights: “We work on many of the societal challenges and emerging concepts that will shape the policies and role of the Ministry. Bax & Company can facilitate complex collaborations to explore new concepts and technologies for policy development, deploy state-of-the-art knowledge in implementation projects and its upscaling of the Ministry’s programmes and policies.
