Assessing Ecosystem Restoration Readiness: From Pilots to Systemic Climate Solutions

A readiness assessment with seven European wetland sites

Within the REWET Horizon Europe project, Bax developed the Restoration Readiness Level (RRL) — a structured framework that helps restoration practitioners, funders, and policymakers understand what it actually takes to move a wetland site from pilot to replicable solution. 

Applied across seven Open Labs spanning boreal peatlands, Mediterranean floodplains, and riverine systems, the assessment consistently shows that the barriers to scaling are rarely ecological, and that naming them precisely is the first step to addressing them.

What is the Restoration Readiness Level and how can it be applied?

The RRL provides a practical way to assess the maturity of a restoration site across five dimensions: ecological, technological, societal, business & finance, and political & governance. The result is a multi-dimensional readiness profile that shows not only whether a site is ready, but where it stands across each dimension. 

Using a structured nine-level scale, the framework can also be applied repeatedly over a project lifetime to track progress, identify shifts in bottlenecks, and demonstrate momentum to funders and partners. 

Built on Bax’s Innovation Readiness Levels methodology and adapted for natural ecosystems, the RRL can be calibrated to ecosystem types beyond wetlands. It is designed for structured co-creation workshops with local partners, combining scientific data with practitioner knowledge to generate targeted, actionable insights.
